TYBA GAME RULES
Rules as established by the Board of Directors, and ratified by vote at the annual meeting.

All rules and regulations are to be followed as stated in the National Federation High School Basketball Rule Book with the incorporation of the following:
1.
Ball Size, Hoop Height and Time a. Junior size basketball (
28.5) is used in the
Developmental (1st and 2nd Grade) &
Elementary School (3rd, 4th, and 5th Grade)
b.
Devo Plays on 8 Foot Hoops starting
in 2018 - 2019 season. c. A regulation sized basketball (
29.5) is used in all other Divisions.
d.
16 min. running halves for the
Developmental-Division.
e.
20 min. running halves for
Elementary School (3rd, 4th, and 5th Grade),
Middle School (6th, 7th, and 8th Grade), and
Open Division.
The clock runs at all times except during time-outs.
f.
In the last
2 minutes of the second half in all divisions, the clock stops for fouls, time-outs, out of bounds, etc. unless a team is ahead by
15 or more points, in which case the clock will continue to run until the point spread is less than
15 points.

In the
Developmental-Division each team will play its members at least
12 minutes to ensure equal playing time. An official time out will
be taken at the
12:00, the
8:00, and the
4:00 minute marks in each half, the coaches will be allowed to come onto the court and set the
players up in the desired position. At these times
all players on the bench at this time must enter the game during these official time-
outs, including half time. Players may not be substituted at any other time during the game, except for injury, or illness.
After the
substitution at the
4:00 minute mark in the second half, substitutions may be made at the discretion of the Coach. Each player must sit at
least
1 full
4:00 minute period. If a player is substituted because of an injury, that does not count as sitting the full
4:00 minutes. A Violation
of the Player rotation, unless injured or in foul trouble can lead to a Team forfeit and a possible 1 game suspension for the head coach.

In the
Elementary School-Division and
Middle School-Division each team will play its members at least
15 minutes per game. An
official time out will be taken at the
15,
10, and
5 minute marks of each half;
all players on the bench at this time must enter the game during these official time-outs, including half time. Players may not be substituted at any other time except for injury, or illness.
After the
substitution at the
5 minute mark in the second half, substitutions may be made at the discretion of the Coach. Each player must sit at
least
1 full
5 minute period. If a player is substituted because of an injury, that does not count as sitting the full
5 minutes. A Violation of the

a. If at any point during the game a team is up by more than
25 points or more, that team is not allowed to play a Zone defense.
4.
In the
Open Division each team will play its members at least
15 minutes per game. Substitutions are free, and will work just like any
high school game. However, every player must sit at least
3 minutes of game play each half (Does not have to be consecutively) and
every player must play the minimum (
15 minutes). Playing time will be tracked at the table, but it is the coach’s responsibility to check it,
not the table’s responsibility to alert the coach.
5.
Each team must have
5 players to start the game. The game will be forfeited
10 minutes after the scheduled start time of the game. The
game may be finished with less than
5 players.
6.
The
3 second,
5 second,
10 second, and front court rules apply In the
Elementary School-Division, the
Middle School-Division, and
the
Open Division. Full Court Press:
7.
There is
NO full court press for the
Developmental-Division.
a.
Elementary School-Division NO full court press for the first half of the game. Teams may press
2nd half unless one team is leading
by
15-points or greater, at which time only the trailing team will be allowed to press.
b.
Middle School and
Open Division may press both halves of the game, unless one team is leading by
25-points or greater, at which
time only the trailing team will be allowed to press.
Overtime and Time-Outs:8. In the event of a tie at the end of regulation time, a
2 minute, stop clock overtime period will be played. The overtime period is started with a jump ball at center court. Each team is allowed 1 time-out during the overtime. There is
1 overtime per game. If the score is still tied after the overtime expires, play will be stopped, the ball will be jumped in the center of the court, and then the
first points wins the contest.
9.
Injury time-outs: It will be an official’s time-out, the clock will stop, and the injured player
MUST leave the floor. The game will resume. The injured player may sub back into the game at the next substitution. If he/she does not renter the game at this time, they are not eligible to come back in the rest of the game.
10.Time-outs are 3 per half
Fouls and Technical Fouls:

Fouls: Each player is allowed
5 personal fouls per game.
12.
All Technical fouls: Opposing team is awarded
2 points, and
possession of ball.
13.
Technical Foul on a coach: the coach must remain seated for remainder of that half.
a.
Second technical foul on a Coach:
Coach is ejected (must leave the gym), the Assistant Coach may continue the game. If there is no
assistant, the game is automatically forfeited. The second technical on a coach will also result in a
forfeiture of the team’s most recent
win. (subject to board review)
14. First technical on a player or coach : The player must sit out the rest of that half.
Second technical on a player or coach results in ejection from the game, and suspension from the next game. (subject to board review)
15. The third technical on a Player or Coach in a season results in a board hearing in which the player or coach will be given an opportunity to plead their case to the Board of Directors. The board will determine the punishment up to and including ejection from the League and disqualification from future consideration as a Coach or league member.
16. NO profanity will be tolerated. Penalty = Technical foul.
17. The Officers of TYBA will review ALL technical fouls and disciplinary actions may be taken on a case by case situation.
General Rules:
18.1 Head Coach, the team’s players, and a maximum of 2 additional assistants (pre-screened by TYBA) are the only ones allowed on the sideline near the team’s bench. Any unauthorized (not pre-screened by TYBA, not a part of THAT team, or not an authorized TYBA official) that approaches the teams bench will be asked to return to the opposite side of the gymnasium where seating will be made available.
a. After one warning, if that adult returns to the bench area, they will be removed from the building and subject to further discipline on a case by case situation.
b. We take the safety of our student-athletes, as well as our coaches, and officials very seriously, and for that purpose during the game we must keep anyone not authorized to be there away from the players, coaches, and officials. This includes coming across the gym floor at the conclusion of the game. Please wait on non-participant side of the floor for your athlete to return to you.
d. Any player, fan, or coach who enters the court of play at an unauthorized time will automatically receive a technical foul (assessed against the team they are associated with) and at the discretion of the T official on site could be removed from the building for the remainder of the game, and face further discipline including suspension and or removal from the league.
20. Only the Head Coach is allowed to communicate with the Officials. Players and assistant coaches are expected to direct their comments and concerns to the head coach. Coaches who have been warned from the officials are expected to cease ALL communication with the official, unless directly addressed by the official. We all get excited, we all want to win, but we need to set a better example to our children and show restraint. Any coach who fails to abide by this rule is subject to ejection from the game, and possible suspension from other games.
21. All players MUST wear Basketball type shoes for their own safety, as well as the treatment of the gymnasium floor.
22. No player may be assigned to, or play for a team without being properly registered, assigned, and fully paid up in fees. If a player is not registered by the second practice, they cannot play. The only exceptions to this rule require Board approval.
23. Please remember that we are renting time in the various gymnasiums that we use. This is the largest percentage of what your registration fee goes to. Any damage, mistreatment, or abuse of these facilities will result in our rental agreement being voided, and our athletes having no place to practice or hold their games.
24. All Head and assistant coaches MUST pass a background check, and MUST be concussion certified, NO EXCEPTIONS.
Sportsmanship: Please remember that this is a developmental league, not a competitive league. We are here to teach these athletes the basics and fundamentals of the game. We are here to inspire them, not to humiliate them. Failure to follow the rules in the sportsmanship section of these rules will be subject to a board hearing, with discipline that could potentially lead up to and include removal from the league.
25. If a team is leading by 25 for devo and elm and 35 for middle or more points the coach of the leading team WILL pull his top scorer out of the game regardless of whether it is a substitution time or not and replace him with another player from the bench.
a. The leading coach may take this rule one step further at their discretion and remove their top 2 scorers and replace them from a player on the bench at this time.
b. Should the trailing team bring the score back within 15 points, the leading team may reinsert 1 or both of the players they removed from the game, but it is not mandatory.
26. Coaches will refrain from any cross-talk with the other coach. A coach engaging in any sort of taunting, confronting, or any negative form of communication between the two benches will be assessed a technical foul (even after a game) and will face potential discipline.
SPECTATOR CODE OF CONDUCT
27. Fans (parents, family members, friends, and all team fans) are expected to support their team and refrain from negative comments made to the players, coaches, and officials. Violation of this will result in the head coach being addressed by the officials (warning) and the TYBA official on site informed. A second violation of this will result in a technical foul assigned to the head coach. In addition, the opposing team will be awarded 4 points and possession of the ball. No free throws are shot. If there is another violation, the parent is removed from the facility for the remainder of the day and the Board of Directors will meet to determine the future participation of the ejected individual or individuals. Failure to leave the facility results in the team forfeiting the game. If a fan or spectator is removed from a game the athlete must exit the facility with the Parent or guardian!
28. The head coach is responsible for the conduct of all players, assistant coaches, and fans associated with his/her team. Any technical fouls received by fans are assigned as an indirect technical foul to the head coach (resulting in the coach having to sit for the 1st technical and being ejected for the 2nd technical foul.
Post season 1.) If two tied teams met twice during the regular season and one of the two won both games, the winner shall be awarded the higher seed.
2.) If two tied teams split in two games during the regular season, compare each tied team’s record against the team occupying the highest position in the standings and continue down through the standings until one team gains the advantage, thereby winning the higher position.
3.) If three or more teams are tied, compare the combined record of each of the tied teams against the other teams involved in the tie until an advantage is gained. (Example: Team A’s combined record against both Team B and Team C as compared to Team B’s combined record against both A and C, etc.)
4.) If the provision of (3) above fails to resolve a tie involving three or more teams, compare each of the tied team’s records against the team occupying the highest position in the standings and continue down through the standings until the tie is reduced to a two-team tie (at which time revert to items (1) and (2) above or until the tie is broken.
5.) If the above provisions fail to resolve a tie, the team with the higher NET on the first available report after the regular season is complete for that season will receive a higher seed
17. Practice Attendance Rule
A. Basketball is a team sport. A team cannot reach its potential without all of its members consistently attending. Players are expected to be at every practice. Missing practice for any reason other than illness or family emergency and school related events etc.(a player needs to notify their head coach in these circumstances failure to do so will result in)
B. (One) unexcused absence will result in a verbal warning or a second half game suspension depending on circumstances.
C. (Two) unexcused absences will result in one full game suspension and phone call to parents.
D. (Three) unexcused absences will result in Parent/Player and TYBA Program Directors Meeting to come up with a solution and a TYBA attendance contract for Parent/Player.
E. (Four) unexcused absences after attendance contracts will result in suspension from TYBA with no refund.
Players who miss practice for vacations or other family-related reasons will be handled on a case-by-case manner depending on circumstances .
